项目审计师(Project Auditor)-中国部

工作职责
1. 推动和完善乐施会的内控制度,推动合作伙伴内控制度建设和财务管理水平的提高,保障公益资金的有效使用和向有关各方的问责要求;
2. 根据工作计划,对乐施会中国部及由合作伙伴实施的的项目实施内部审计,并提出审计报告;
3. 项目审计师在实施审计前,应对将要进行审计的项目作全面的了解,包括熟悉项目背景、合作协议、项目建议书、项目内容、项目实施过程、预算等方面的情况,并拟定审计计划;
4. 审计过程中,项目审计师应本着真实和公正的原则,对项目财务进行认真细致的查对核实,数额较大的项目还应该到现场察看。对自己不熟悉的工作领域等,需尽力以各种形式咨询专家意见;
5. 项目审计师根据审计中发现的财务薄弱环节,有针对性地及时对项目合作伙伴和项目点的基层财务人员开展多种形式的培训,如财会基础知识讲解、专题讲座、个别辅导等;
6. 向中国部项目官员提供财务培训和介绍财务监督的方法与技巧。根据工作需要,与机构其他团队进行有效沟通和合作。
7. 协助财务同事完成部分报表编制和财务核算工作。

Deputy Manager for Public Education, Policy, and Communications (PEPC)

The Deputy Manager for Public Education, Policy, and Communications (PEPC) will report to the China Unit PEPC Manager, with matrix management from the Policy, Campaign and Communications Unit Director, and also propose relevant strategic plans and new initiatives. As part of the management team of the China Unit and the whole agency, s/he is required to assist the China Unit PEPC Manager in team-, unit- and agency-wide policy making, strategic planning and learning, and to coordinate with colleagues from other teams and units, especially in providing information and analysis on their respective concerns.
Responsibilities:

The Communications Officer (Government Relations) – China Unit is a member of the Public Education, Policy, and Communications (PEPC) Team of the China Unit, and will report directly to the Team Manager, with functional supervision received from the Director of the Policy, Campaign and Communications (PCC) Unit. S/He provides support to the PEPC team in the implementation of its programs. S/He is also required to work with other teams of Oxfam Hong Kong, especially the PCC Unit, and also with colleagues in Oxfam International.

Program Officer -Gender --China Unit

We are looking for an appointed Program Officer-Gender, who is responsible for:
1. To support the cross-team gender mainstreaming work within China Unit according to the gender mainstreaming guidelines, ranging from facilitating strategic analysis and program design in gender intervention, to gender mainstreaming in accountability and learning;
2. To contribute to projects or partnership development according to the processes and procedures of strategic planning, relevant program/project policies, administration and management requirements;
3. To work closely with program= officers in other program and support teams to meet the needs of other teams in program design or learning of gender mainstreaming;
4. To work closely with supervisors and program officer in the program planning, processing communicating and preparing of proposals for appraisals and approval of the gender program;
5. To evaluate the impact of the projects and strategic partnership and to synthesize experiences and reflect in trip reports, half-yearly, annual and other relevant reports;
6. To monitor assigned programs or projects in terms of progress, content and financial aspect.
Requirements:
1. At least 2-3 years of NGO working experiences in gender program, with the specialty of women’s rights and empowerment;
2. Strategic, critical and practical knowledge of gender analysis and intervention, especially the empowerment approaches of women;
3. Mature, reliable, responsible, self-motivated, with ability to work independently;
4. Possesses strong capacity to collaborate with people with diverse background in team work;
5. Fluency in written and spoken Chinese is a must. Have knowledge of English is desirable;

Communications Officer –China Unit
(3-year contract based in Chengdu)
RESPONSIBILITIES
1. To work directly with the Rural Development & Disaster management program teams and Basic Education programs, which station in Chengdu, Kunming, Guiyang and Lanzhou to conduct program communication works:
· To undertake the post-earthquake communication assessment and as a result which, in consultation with the teams, develop and implement OHK’s communication strategy and plan regarding the post-quake rehab work.
· To write reports and prepare documentation as appropriate (in English; support translation into local languages or vice versa)
· To support in the production of capacity building communication material for these program teams, e.g. toolkits, publications, films etc.
2.To coordinate with the Communication teams in Beijing and Hong Kong for Communication work planning and information sharing;
· To prepare disaster situation reports and write external and internal reports according to project processing.
· To share and explore communication processes, good practices within the program and with Communications team mates in Beijing and Hong Kong.
· To liaise with the media to profile OHK in the region and the country. Write and circulate press releases and undertake media advocacy where appropriate.
3. To work with Oxfam Hong Kong’s fundraising teams in Hong Kong, and relevant program teams in the regions to plan and conduct fundraising visits into the project sites and provide necessary program information for fundraising purposes when requested.
4. Report to CU Deputy Director
Requirements:
1. Identification with the values of OHK and basic knowledge about the NGO field in/on China;
2. University Degree in Communication, Journalism, Public Relations; or equivalent professional work experience in the communication area.
